Ralls County Commission Meetings

October 1, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard, Ralls County Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Ralls County Clerk, Sandy Lanier.

The minutes from the September 28th, 2020 meeting were read and approved. Motion was made and passed to hire Janis Howe as a door greeter.

A motion was made and passed to amend the General revenue budget for 2020.

A motion was made and passed to approve CARES Act funding for internet access outdoors at the Ralls County R-II Schools complex.

Motion was made and passed to pay Striker Construction for 2 concrete pads for the courtyard.

Tara Comer, Ralls County Collector, talked with the Commissioners about Ameren tax settlement. She was advised to talk with the Ralls County Assessor about the settlement of protested taxes that Ameren had - 2013 through present.

The Commission met with Brian Dockery from Central Stone about an easement at Staverton.

The Commissioners went to inspect two new bridges on Malaruni Road.

The Circuit Court disbursement listing from Gina Jamerson, Circuit Clerk, was reviewed.

Road maintenance was discussed.

Meeting adjourned. Commission will meet again on October 5th, 2020 unless convened by court.

October 5, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard, Ralls County Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Ralls County Clerk, Sandy Lanier.

The minutes from the October 1st 2020 meeting were read and approved.

The Ralls County Commission opened bids for asphalt on Joanna Drive. Midwest Railroad Construction - $31,860, Bates Asphalt Construction – $30,000, and Blackout Custom Sealcoating - $32,800.

A public hearing for Indiana Bridge was held. Bridge #2020020, with the following present: Ron Leake from Ralls County Historical Society; Amanda Burke from State Historical Preservation office; Cindy Hultz & Samantha Diffenderfer from Mark Twain Regional Council of Governments; Matt Walker from Poepping Stone Bach & Assoc.; Allison Anderson & Denise Durkes from CBDG. After a long discussion about the bridge, Commissioners and the State Historical Preservation representative talked about the next procedures and the historical significance of the bridge.

The Ralls County Commission reviewed CARES Act funding requests:

A motion was made and passed to pay Hannibal Board of Public Works $4,000 covering Hannibal City residents that reside in Ralls County out of CARES Act funds.

Motion was made and passed to pay $12,641.18 to Monroe City R-1 School for Ralls County students care from CARES Act Funding.

A motion was made and passed to pay $318.62 for the Circuit Clerk’s bills out of CARES Act funding.

Motion was made and passed to pay $5,384.54 for supplies to Ralls County R- II School out of CARES Act Funds.

A motion was made and passed to pay $2,676.00 for PPE supplies & Covid payroll to Ralls County Ambulance District.

Road maintenance was discussed.

October 8, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard, Ralls County Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Ralls County Clerk, Sandy Lanier.

The minutes from the October 5th, 2020 meeting were read and approved.

Dan Dowling met with the Commission about Health Insurance for county employees.

Monthly Sales Tax:

General Revenue - $48,521.44

Road & Bridge - $48,521.37

1/3 Sheriff, 1/3 Road & Bridge & 1/3 General Revenue - $48,521.41

Use Tax - $33,851.98

The Bridge Inventory & Inspection List from the Mo Department of Transportation was received.

A motion was made and passed to close the bridge near Hwy HH on Spalding Road.

A subdivision plat for Janes Surveying was signed.

Road maintenance was discussed.

Meeting was adjourned. Commission will meet again on October 15th, 2020 unless convened by court.
