Ralls County Commission Meetings

Sept. 3, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Kristal Hiner, Ralls County Deputy Clerk. Ralls County Clerk, Sandy Lanier, was attending the Annual Clerk Conference in Kansas City, MO. The minutes from the August 31, 2020 meeting were read and approved. Eric Murfin, Emergency Management Director, met with the Commission about updates on COVID-19. He advised that Ralls County has a sufficient supply of personal protective equipment. Lynn Hodges with RCEC met with the Commission about expanding fiber internet in New London. Rodney Rodenbaugh, Prosecuting Attorney, met with the Ralls County Commission about planning & zoning. Information was received on grants, up to $3,500, that the Solid Waste Management has available to reduce waste going into the landfills. Accounts payable were paid as listed in the warrant registry. Road maintenance was discussed. Meeting was adjourned. Commission will meet again on September 10, 2020 unless convened by court.
Sept. 10, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Ralls County Clerk, Sandy Lanier. The minutes from the September 3rd, 2020 meeting were read and approved. David Nutt met with the Commission about a road in Ralls county.

Jan Golian and Linda Miller from Groovy Gardeners asked if they could plant lilies at the courthouse.

Jason Miller called about internet in Ralls County. Ralls County Clerk, Sandy Lanier, presented the tax ceiling rate for Road & Bridge which was .2637. The ceiling rate for General Revenue was .2778. A motion was made and passed to approve the tax ceiling rates. Road maintenance was discussed. Lynn Hodges, RCEC, met with the Commission about a ground breaking ceremony for Center- Ralls Tech.

The circuit court distribution report for the month of Aug 2020 was received from Gina Jameson, Circuit clerk. A motion was made and passed to accept bids for sidewalks until Sept 18th, 2020. Mike Huff met with the Commission about Planning & Zoning. He presented a letter for Craig and Marsha Estes requesting a written verification of sewer and water waste systems. Meeting was adjourned. Commission will meet again on September 14, 2020 unless convened by court.
Sept. 14, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Ralls County Clerk, Sandy Lanier. The minutes from the September 10th, 2020 meeting were read and approved. David Nutt and Robert Meyer met with the Commission about a county road. A motion was made and passed to transfer money from Ralls County Commission Flood Contract Fund to Road and Bridge to spend on repairs of county roads. Bid were opened for a snowblade. Knapheide bid, 8’ blade for $6,784 and 7.5’ for $6,042. A motion was made and passed to accept the bids for the blades. Road maintenance was discussed. Accounts payable were signed as listed in the warrant registry. Meeting was adjourned. Commission will meet again on September 17th, 2020 unless convened by court.
Sept. 17th, 2020

The adjourned meeting was called to order with the following members present: Wiley Hibbard Presiding Commissioner; John Lake, Western District Commissioner; RC Harlow, Eastern District Commissioner; and Ralls County Clerk, Sandy Lanier. The minutes from the September 14th, 2020 meeting were read and approved. Corey Mahaffy from Hannibal Regional Economic Development met with The Commission about economic development in Ralls county. A motion was made and passed to pay Corey Mahaffy from Hannibal Regional Economic Development annual payment. Brent Peters from Altorfer met with the Commission to get signatures for a new road grader that was purchased from Altorfer. Road maintenance was discussed. Meeting was adjourned. Commission will meet again on September 21st, 2020 unless convened by court.
